It is difficult to assess the merits of this proposal on

the strength of the brief savingram below.

2. I think you should ask the Governor for the text of the Chief Justice's proposals, with the arguments in support, and the Governor's own considered comments

thereon.

3. The Governor should be asked in particular to comment

on the following points:-

(a) what substantial advantage is there thought to be

in the making of this change:

(b) what will happen to the post of Senior Puisne Judge, which has been the subject of previous correspondence;

(c) why is it thought that the two most senior

puisne judges are necessarily the most suitable of the judges for appeal work:

(d) how long does he think it will be before there

is a move to up-grade the salaries of the appeal judges and what does he think the implications

of this would be?

4. I attach a copy of the section providing for the Full Court at present.

5. I trust that these loose papers will be placed on a

suitable file and circulated on it, with relevant back

papers.

6. A copy of this minute plus the savingram go to Mr. Fifoot for ODA papers.
