APPOINTMENT OF JUDGES OF APPEAL IN HONG KONG
1.
I have now dug out the old papers you mentioned to me yesterday and find that, in fact, an earlier proposal for the creation of an office of Appeal Judge got as far as a draft Fill in the Legislative Council, but was subsequently shelved.
2. The record of a conversation with the Governor at the time of Sir I Rigby's appointment is at 29 on HKK 14/25.
A statement of the subsequent position regarding both the appointment of a senior Puisne Judge and the creation of an Appeal Judge is summed up in Sir J McPetrie's minute of 11 March 1970 (3 on HKK 14/30).
Following this there was an exchange of letters between Sir Leslie Monson and the Governor - 4 and 5 and 14 and 15 on HKK 14/30.
3. I have, therefore, revised the draft into a saving telegram reply to the Governor's despatch of 29 February 1972, referring back to the old proposals and raising the points now made by Mr Rushford. The draft is attached.
