merely materialistic aims as practitioners of law or who ther success at the Bar would open the door to judicial office is a matter which vitally effects the future of

young men and women in Hong Kong.

The Bar Committee, on behalf of the Hong Kong Bar Association, formally requests Her Majesty's Government to clarify its policy as regards appointments to the District and Supreme Court Benches in Hong Kong and to declare that the Government's policy to make appointments to senior judicial posts is based on considerations of merit and experience irrespective of whether the appointments are made from the

Government Service or the practising Bar.

The Bar Committee humbly prays Her Majesty's Secretary

of State for Foreign and Commonwealth Affairs:-

(1)

that Her Majesty's Government clarifies its policy as

regards appointments as aforesaid;

(2) that appointments to the District Court and Supreme

Court Benches be filled on considerations of merit

and experience irrespective of whether the appointments

are from the Government Service or from among the ranks

of the practising Bar.
