The reply to the bar petition might state that the S. of S. does not exclude the possibility of occasional ap- pointments of practising barristers to the Supreme Court or District Court in Hong Kong, but wishes to make it clear that the usual method of appointments to vacancies in these Courts will continue to be by selection from among serving officers. A copy of the draft circular could be attached for the infor- mation of the bar.

I think it is desirable to convey an answer to both petitions well before any consideration of an appointment from the bar arises. Consequently, I should be grateful if you could deal with these petitions as quickly as possible.
