Repeal and replacement of sections 21 and 22.

13. Sections 21 and 22 of the principal Ordinance

are repealed and replaced by the following

"Inspection and testing of technical equipment.

21. (1) The Telecommunications

Authority or any person authorized by

him in this behalf may, at any reasonable

time, inspect and test any equipment

used, or intended to be used, by a licensee

for the production or transmission of

any television programme for the purpose

of ascertaining whether or not the

licensee is complying at all times with

the technical requirements of this

Ordinance, any regulations made thereunder,

any Code of Practice and the conditions

of its licence in respect of the production

and transmission of television programmes.

(2) The directors, employees and

servants of a licensee shall, for the

purpose of any inspection or test under

subsection (1) -
