However, it may not be safe to rely on the belief of the majority of the working party that the advantage enjoyed by the third licensee of not operating an English service would probably be offset by the disadvantage of transmitting ETV programmes on its only service. It is, therefore, recommended for the consideration of Honourable Members that, despite the views expressed in paragraph 34 of memorandum XCC(72)14 con- cerning a tendered rate of royalty, recommendation 87 should not be adopted and that applicants for the third wireless television licence should be required to tender a rate of royalty based on net profits which should not be less than 25%.

Honourable Members will be asked to advise:

whether the decision to increase advertising times should not be put into effect until the second licensee commences broadcasting (paragraph 7);

whether recommendations 35, 38, 39 con- cerning the establishment of new facilities at transmitter and translator sites should be modified as suggested in paragraph 8;

whether recommendations 83-86 concerning royalty should be adopted and that applicants for the third wireless television licence should be required to tender a rate of royalty amounting to not less than 25% of net profits (paragraphs 10-13);

whether recommendations 27 and 28 con- cerning television weather programmes and recommendations 70-82 concerning wired television (except to the extent that they are affected by the decision recorded in para- graph 1(f)) should be considered in a further memorandum;

whether, subject to (a) - (d) and paragraph 1 all the remaining recommendations made by the working party should be adopted.
