1. Colonel Stirling came to see Mr Amery on

16 November to discuss the technical arrangements

for the new TV stations. He said that HKTVB,

having built up a set-count of 640,000 on Band IV

were unhappy at the prospect of having to share

Bands and with the two new stations. Apart

from the temporary loss of outlets pioneered by

them while sets were adjusted to Band, this

might create technical problems in satellite-

transmitter engineering and location. TVB

believed that it would be technically possible and

commercially fair for them to retain Band while

the new stations broadcast on Band 4. They

considered that what was needed was further

investigations to establish this.
