Colonel Stirling called today. Hle forcibly
restated the TVB case on all points.
He also attacked strongly the decision to
tender immediately for a third channel when neither
the commercial nor technical problems involved in having
two stations had been observed. This would greatly
increase the disadvantage to TVB .

He alleged that Sir Y.K. Kan, because of his
friendship with George lio, influenced the Executive Council
in the decision about a third channel.

He also said that when he had discussed the
problem with Mr. Stuart in the FCO, and had expressed
his bewilderment at why the Hong Kong Government insisted
on a competitor station sharing Band 4 and refused to
consider allotting Band 5 to it, Mr. Stuart had said that

this was so as to save RTV losing a lot of money.
said that no doubt Mr. Stuart was new, but it was
monstrous that such a thing should even have been said.

Finally he said that the engineers of TVB had been...
astounded that they had never been consulted about the
new frequency arrangements. I immediately rang up Mr.
Watt who confirmed that the Television Authority's
engineer had of course been in contact with the engineer
of TVB and that the latter's view was well known.

I spoke to Colonel Stirling along the same
lines as to Mr. Lee on 16th November.
I added that I was
surprised at the way he had put his case. He might feel he had nothing to lose by such allegations, but his remark,
