Through all the sound and fury I think

there may be the makings of an arrangement which could satisfy

everybody except the potential commercial sponsors of the

third Chinese channel. If the Governor decides to postpone

the third channel, and if TVB are prepared to concede co-location,

then this should meet the major pre-occupations of both RTV

and TVB (always provided that RTV get the second channel).

the Governor can confirm his decision before Colonel Stirling

sees Mr Royle, so much the better.

5. Mr Royle's office have also asked for advice on a letter

from Mr Dundas of Rediffusion. I recommend that Mr Royle

should see him, but suggest that this meeting should also be

delayed until we get a reply from the Governor.
