1.

You asked for advice on the attached letter from

Mr Dundas to Mr Royle.

2. Mr Royle has minuted that he would see the Rediffusion

representatives again. This is clearly right. But it would

be better to wait until we have more definite news of the

Governor's timetable for tendering and also about his

decision to postpone the third channel. His personal view

on this is explained in the attachment to his letter to me

of 28 November.

3. I attach a copy of a telegram which we have sent to

Hong Kong describing an approach from Colonel Stirling and

the Governor's asking for his comments. Unless you think it necessary to

contact Mr Dundas immediately, I recommend that a reply to

his letter should be delayed until we hear from the Governor.
