I know that you have been in touch with the Governor

of Hong Kong and with Julian Amery about the future

of TVB in Hong Kong and about the third Chinese

channel.

We have not got details of the latest discussions in

Hong Kong, but we have now heard that a public

announcement may be expected shortly.

Decisions about timing and about the nature of the

scheme are, of course, made by the Governor and his

Executive Council in Hong Kong. We are not in a

position to negotiate in London, and there may be

some danger of confusion through lack of information

if we were to get involved in detailed discussions

here. The Governor has assured me that he is in

very close touch with TVB in Hong Kong, and you may

wise

think it would be more profitable to deal directly

through Harold Lee and the company's Board. fee
