(4) Upon completion of an additional transmitter

(a) the licensee establishing the station

shall be entitled to be paid immediately by

each other licensee a sum equal to one third]

of the total costs incurred in establishing the

station; and

(b) the Television Authority may, at his

discretion, direct the other licensees to commence

transmission of their respective Services from the

new station within a time specified by the

Television Authority.

(5) (a) If the Television Authority gives a direction

under the Ordinance to any licensee or all

licensees jointly to provide broadcast coverage

to any specified area within Hong Kong within a

time specified by him, the licensee or licensees

to whom the direction is given shall be

responsible for the establishment of any

additional transmitter station which, in the

opinion of the Television Authority, is

necessary to provide the required coverage.

(b) If the Television Authority gives a direction

under paragraph (a) all of the licensees shall be

jointly responsible for complying with the direction

to the satisfaction of the Television Authority.
