result the decision is that arrangements of the kind

described are necessary, then details will have to be

worked out before tenders can be invited. This will

inevitably take some timeout in the long run could

reduce the time needed by the successful tenderer

to set up transmitting facilities.

less television licence as soon as possible.

Govemor is aware of this and the aim is to give

them such an opportunity.

However, the only new

step which the Hong Kong Government is con-

templating and which may cause a delay, if taken, is

one for their own protection. It could also in the

long run reduce the time needed to set up transmitting

however facilities. The Governor is endeavouring to speed

up procedures as much as possible and has promised

to keep us informed of developments.
