You told me that Mr Stirling had declined to disclose the reason for his call on Mr Amery, except to say that it concerns Hong Kong.

2. Mr Stirling is Chairman of Television International Enterprises Ltd. I am therefore attaching a copy of a brief on Television in Hong Kong which was prepared for Mr Royle's current visit to Hong Kong. Mr Stirling may wish to make representations on this question. He may be interested in the Rediffusion question, or, on his own behalf, in the public tender in Hong Kong for the second wireless television service (paragraph 2 of the brief).

This possibility aside, it is difficult to guess which of the very wide variety of political and economic questions related to Hong Kong Mr Stirling may wish to discuss. Rather than overload Mr Amery with general briefing, I suggest that I attend the meeting. I could also be available for an advance oral briefing if required.
