As requested I have collated the available information on the question of the usage of the transmitting sites. In fact there is only one main transmitting site which is on the top of Kowloon Peak, access to which is gained in the main by public road with a minor stretch of private road access at the very end. This peak is over 2,000 feet above sea level and thus a conventional transmitter mast is not required, but merely a device to hold transmitter aerials off the ground. In addition there are of course a number of lower powered transposers scattered about on various prominent topographical features throughout the colony. which give line of site coverage to those areas which are not adequately served by the main transmitting aerials. These transposer sites are by and large not reached by roads but are served by helicopters and very little in the way of equipment is accommodated upon them.
TVB were granted a lease of the transmitting site which runs concurrently with the first five years of the TVB Broadcasting Licence, that is to say at the end of the five year period expiring in November 1972 the transmitting site lease falls in, but of course, TVB could expect this to be renewed but there is no right of renewal and I cannot see any reason why when the Government renews this lease or grants a new lease for a further period, it should not be able to stipulate such lease terms and conditions as to enable the site to be shared between TVB and other future broadcasters.
