will be appreciated that two stations in competition produce more airtime revenue, than ong on its own. Our estimate of the losses (.e. not carned) of royalties is $1.5 million in the case of a January 1974 start, and $2.5 million in the case of an October 1974 start. In calculating these figures we have allowed increases in royalties paid by TVB. There are, of course, additional minor losses arising from rates and profits tax either not being paid at all or not beginning to accrue until later dates.
Public service programming would be confined to TVB only, and owing to pressures on their airtime, clearly they would not be able to make good entirely the public service programming no longer carried by Rediffusion. In any event, the "spread" of this programming must be less.
GTV will lose access to the Rediffusion audience.
A large number of schools, who presently choose to receive ETV programmes through the Rediffusion network will be confined to off-air reception, and will lose the benefit of having 7 hours a day available to them from the Rediffusion source, as compared with 4 hours a day from the TVB source. Difficulties and inconveniences will result.

As from the closure of Rediffusion operations on the 30th April 1973 a valuable Essential Service will be lost to the Colony and a proven and reliable means of communicating with the public in times of emergency will be lost. Rediffusion's present audience is about 450,000.
Unemployment will be created at least for several months

Government image is bound to suffer in that the public is certain to enquire, through the other media, as to the reasons why their opportunity to have a choice of broadcast programmes is delayed by one or two years and, in the case of Radiffusion subscribers, thera are certain to be complaints upon the closure of Rediffusion operations.
