1.

In Mr Laird's absence from the office I am replying to paragraph 5 of your minute of 7 February to Mr Shaw.

2.

I am afraid that we cannot comply with the request in that paragraph since we have not printed any despatch from Hong Kong since May 1969.

3. The new Governor of Hong Kong, Sir Murray

MacLehose, has stated his intention of sending despatches from Hong Kong in the same manner as he was accustomed

to do as an Ambassador. We should therefore be in

a position to let you have suitable despatches in the future.

4. On the more general question of the distribution of Dependent Territory Despatches to all other Governors and administrators, I agree with the views in paragraph 3 of Mr Shaw's minute to you of 8 February. It should not be difficult for Dependent Territory Departments of the FCO to ensure between themselves that their respective territories receive copies of appropriate despatches sent to the FCO by other dependent territories.

Paragraph 5 of your minute dated 7 October

asks for print copies of any recent despatches by

Governors of dependent territories. I am afraid

that as far as Hong Kong is concerned we do not

have anything suitable for your purposes since the

tended former Governor, Sir D Trench, decided not to

produce periodic reviews and we last printed a despatch

from the Governor in May 1969 (No 617 dated 24 May

1969). However, the new Governor, Sir Murray

MacLehose, has stated his intention of sending

despatches from Hong Kong in the same way as he

was accustomed to do from Embassies. We should,

therefore, be in a position to let you have

suitable despatches in the future.

2. On the more general question of the distribution

of dependent territory despatches to all other

Governors, although I do not think that despatches

from other dependent territories would have much

value for the Hong Kong Government, we would be

happy to fall in with a general ruling.

Sir Hugh Norman-Walker's letter dated 26 January

1972 at (2) encloses the former Governor's

Valedictory Despatch. It has been acknowledged

by Sir L Monson (3).

2. You wished to consider the question of whether

this despatch should be printed. We last printed

a despatch from the Governor on 24 May 1969. The

Valedictory despatch, although sent to us in

January, is in fact dated 19 October 1971 and it

takes the form of a short covering letter from

the former Governor together with a copy of a speech

which he made at a new session of the Legislative

Council in Hong Kong on 1 October 1971. The

speech is a long detailed stocktaking of progress

in Hong Kong during the period of the former

Governor's administration.

3. On reading the back files the consensus of

opinion seems to be that Valedictory despatches

by Governors are a good thing and should ideally

consist of a summing-up of the situation in the

territory with a description of progress that has

been made and, if possible, a prognosis for the

future.
