You will wish to know that Sir Murray MacLehose will be

sending us a "first impressions" despatch but that he will be

waiting a little longer before considering this.

He will also

be sending other despatches from time to time following the

normal procedure in our posts in foreign countries and

independent territories of the Commonwealth.

2. Sir Murray MacLehose agreed with the Secretary of State

that he would write a despatch on our policy towards Hong Kong

generally. He will do this towards the end of 1972 when he will be in a position to review "The Guidelines" he drafted

before he assumed office.
