liked to have handed it over to my successor with no outstanding problems. This I am afraid is just not a possibility, but I and my Civil Service have done our best to clear up as many loose ends as we can. While there must necessarily be sadness and regrets on departure, it is good to know that I am delivering my charge into capable hands in which Hong Kong can feel that confidence which is basic to its very existence.
