I have the honour to refer to my despatch No. 470 of 23rd April 1970 and to submit my last review of the principal developments that have taken place in Hong Kong.

For this purpose I enclose a copy of my speech in Legislative Council on 1st October 1971 at the opening of the new session. This was composed with the aim of carrying out a general stock-taking of progress in Hong Kong during the period of my administration since I assumed office on 14th April 1964, and I trust that it will be sufficient to cover the ground on this occasion.

I shall only refer briefly here to two additional matters. The first is the Defence Contribution which has been the subject of difficult and complex negotiations this year between Hong Kong and Her Majesty's Government. This was after much difficulty concluded on 6th October 1971, when the Legislative Council gave its covering approval for the new Defence Costs Agreement under which Hong Kong is to make a contribution calculated to amount in kind and in cash to £40 million over the five years 1971-72 to 1975-76.
