Our departments have been corresponding for some
years about the cost of building in 1967 a secondary
fence across the New territories.

It was decided that it would be unwise to pursue the
intention of billing the Hong Kong Government for the
cost, £173,340, of the Army stores consumed in
building it while we were in the middle of trying to
extract an increased defence contribution from the
Government of the Colony. The proposal which has now
again been put to me is that we should try/to persuade the
Hong Kong Government to meet the cost of the fence in
which case we would seek to persuade the Treasury not
cracected wilt and whhe alpareig to pursue the two other claims against Hong Kong of
£20, 62 and $110.

Unfortunately I do not agree with much that has
been written in this Office and in the Ministry of
Defence about the origins of the fence and in this
I ask you to bear with me since I was the Acting
Political Adviser in Hong Kong at the time in question
and wrote the telegram No. 1320 to which I have
referred.
