7. I had earlier prepared a draft memorandum, setting out the factual position and giving the Hong Kong case in their own words. That memorandum could either be converted into a letter, suitably expanded in support of the Hong Kong case; or it could be similarly expanded, but remain as memorandum to be sent to the Treasury with a short covering letter.
