of the MOD dated 9 May to Mr Wilford.

I have incorporated MOD's suggested amendment

in the attached copy of our draft letter to the Treasury. I think we can accept all their amendments. The main one is the change (paragraph 13) to seek arbitration between the FCO and the MOD, rather than between the Hong Kong Government and the MOD. But as this was apparently Mr Wilford's view also (see his minute of 30th March), *ExxaxaxxeptxthixxHÌXDX this
