THE HONG KONG SNAKE FENCE AND BORDER WORKS
1. Thank you for your letter of 2 August; we note your advice concerning the resolution of the above questions and we are content to abide by it.
2. Subject to the Foreign and Commonwealth Office's views we would not advocate pressing the Highland Bonnet claim to improve HMG's chances of acceptance of the Snake Fence claim. It having been accepted that the Hong Kong Government has adequate grounds for refuting the Highland Bonnet claim it is considered the Foreign and Commonwealth Office should make the maximum use of our willingness to forego
We assume you agree this in pressing the claim for the Snake Fence contribution. that, if the £52170 is not recovered from the Hong Kong Government as you suggest, the Foreign and Commonwealth Office should reimburse the Ministry of Defence.
However, if you 3. We would agree with the edict in paragraph 5 of your letter. are directing the point at the Ministry of Defence we would wish to say that we have always regarded Hall's letter of 4 October 1967 as a firm undertaking clearly set out in writing. We do not see how we can legislate for agreements which are not kept.
