DORMANT COMMISSION

Mr Royle agreed on 13 January that this Commission should

be cancelled.

Mr Grattan then suggested that in the absence

of the Secretary of State we should proceed with the

submission to the Palace.

2. The Department's Legal Adviser considers that there is

no need for Her Majesty to sign anything or to do any other

formal act; HM merely needs to signify her approval to the

proposal that the Commission be terminated.

3. A draft letter to The Queen's Private Secretary is

attached.
