Please see your note on the attached Submission.

Sir Murray MacLehose wrote to you about this matter on

8 January and you replied to him on 20 January.

3. The formal Despatch to the Governor is now ready for issue

but before sending it we are awaiting confirmation from the

Ministry of Defence that the Chief of the Defence Staff has

written to the Commander, British Forces, Hong Kong, warning

him that the Governor will shortly be withdrawing the Commission

from him.

Meanwhile, you may wish to write to the Governor along the

lines of the attached draft letter.
