A teacher from a communist school has given the following interpretation of this
policy.
"Every school should be developed as a centre for the propagation of
Mao Thought.
Students must be trained to be the revolutionary successors and
schools must become the bases for future student movements. Teachers and students
must unite. Teachers should apply Mao Thought in their own individual way and not
merely copy others. They form the backbone of the evolution in Hong Kong and mast
learn to recognize China's enemies and to learn how they operate, as Hong Kong is
an arca where U.S. imperialism, Soviet revisionism and reaction flourish. The
Hong Kong Government is following a policy of appeasement towards the Chineco
population and is using the resettlement estates as the venue for an attack on
patriotism. Patriots in Hong Kong must, therefore, make an all out effort to win
over to their side a larger segment of the Chinese population, especially those
living in the resettlement estates."

The most striking development in communist education affairs in
Hong Kong over the last few years has been the increase in the number of places
available in their schools. Up to 1965 numbers in communist schools kept pace with the general increase in the school population of the Colony by ad hoc
arrangements in existing premises.
