of expansion and consolidation.

This phase is still continuing and is dealt

with in detail below.

DIRECTION AND CONTROL

Control from China

During the 1950's, when communist schools in Hong Kong were treated

as an adjunct to the Mainland educational system, control appeared to be

exercised through the Kwangtung Provincial Government's Education Department.

During the 1960's, control was passed over to the Farty apparatus and at prosent

educational affairs in Hong Kong are the concern of an organ of the Kwangtung

Provincial Farty Committee, which also controls Hong Kong labour circles.

Control in Hong Kong

In Hong Kong, communist schools are controlled by a Party Committee,

subordinate to Kwangtung. This Party Committee is responsible for running the

hard-core communist schools in the Colony and for the penetration of non-communist

educational establishments at all levels. There is, however, an important

exception. A separate group of schools belonging to the Workers' Children's

Education Promotion Association (WCEPA) are specifically excluded from the

Schools Party Committee's bailiwick and, since they cater for the children of

members of pro-communist trade unions, are under control of the Party Committee

responsible for labour affairs. As has been noted above, the same organ in

Kwangtung is in charge of both schools and labour affairs in Hong Kong, so that

co-ordination between the two groups is presumably achieved at this level.

For administrative purposes the Schools Party Committee divides the

Colony into three geographical divisions, namely Hong Kong East, Hong Kong West

and Kowloon, each in charge of a Party organization responsible for the communist

schools within its area, and for carrying out united front work with non-communist

schools. Where one of the urban schools has opened branch schools outside its

own district (particularly in the New Territories) control of the branch schools

remains with the Party organization responsible for control of the parent school.
