of better facilities takes too long the communist educational system in the

RECOMMENDATIONS
85.
Action in the form of warning letters, visits and finally prosecution
should be taken against communist schools which persistently evade the require-
ments of the Education Ordinance with regard to excess pupils and unregistereá
teachers.
87.
Action should be taken against unregistered schools with a view to
forcing them to meet the requirements of the Education Ordinance, or cloce down.
88.
A substantial and continuing publicity campaign should be mounted
to publicise the advantages of non-communist schools and the inadequacies of
communist schools.
