(g) Communist schools recruit actively through parents and

relatives, as well as through the unions.

The communists now have a number of reasonable modern

premises for their schools.

Communist schools often provide cheap meals and take

children off the hands of working parents after school

and during holidays.

Teachers in communist schools appear devoted to their

task, as a way of life rather than forty hours per

week teaching. Home visits and group activities involve

the pupils' family as well. As in all Party activities,

there is a strong sense of belonging.

POSSIBLE COUNTERS

There are two complementary methods to contain and prevent the growth

of the communist educational apparatus in Hong Kong, namely legal sanctions and

the provision of a more attractive alternative.

To take the first of these, the Director of Education already has

powers to de-register any school affiliated to, connected with, or controlled by

a foreign government or department thereof or by any organization or group of a

political nature. It is quite clear that the political realities of Hong Kong's

situation completely rule out any such action against a school merely on the

grounds of its affiliations with the Mainland.

On the other hand there seems to be no good reason why life should be

nude easier for communist educators by allowing them to avoid the regulations over

the number of pupils permitted in their schools.
