A copy of a Report by the Hong Kong Special Branch on

"The Communist Threat in Education" is attached. It has been

approved by the Governor's Committee. The problem is a real

one, but it should be seen in perspective: only about 3 per

cent of children attend communist schools.

The following are amongst the more interesting points

made in the Report:

DIRECTION AND CONTROL

(a)

In Hong Kong most communist schools are controlled by a

Party Committee subordinate to the Kwangtung Provincial

Party Committee, which also controls communist labour circles

in Hong Kong.

POLICY

(b) Since 1968 all policy has been guided by a general directive

from Chou En-lai that the struggle is to continue on

peaceful lines. More specifically, the opening of new

branch schools has been encouraged, rather than enlarging

existing ones.

EXPANSION

(c) The most striking development has been the increase in

places available at communist schools in recent years.

Emphasis has been on kindergarten and primary schools.

It seems likely that in the next year communist schools

will be able to accommodate an additional 3-4,000 students

bringing total enrolment to over 40,000.
