In the circumstances they are telling Sir Murray MacLehose that it will not be possible to give him the final text "at least 3 days in advance of delivery". I was about to submit the attached draft of the speech Which takes into account the various comments we have received from other departments. It is a little difficult to draft as proposed by Sir Murray MacLehose before we know how far the DTI will be prepared to meet Hong Kong. Perhaps therefore we should postpone for a day or so any attempt to amend the speech. What do you think?

Incidentally, I have warned Mr Sellers that we shall not be sending a copy of Hong Kong telegram No 73 to the DTI and that it is most important therefore that he should make no reference to the existence of that telegram in conversation with the DTI.
