COTTON TEXTILE QUOTAS

A decision has to be taken on whether

to allow the import of the large quantity

of cotton textiles ordered before 8 December

1971 (when the Secretary of State announced HMC's decision to retain quantitative restrictions on cotton textile imports in 1972) which cannot be accommodated within the 1972 quotas.

2 We always expected that this would be

a problem but had no means of knowing in

advance how big it would be. At the time

of the announcement, we were careful not to

commit ourselves on how excess advance orders

would be handled.
