HONG KONG'S CALCULATION OF CEILINGS FOR THE REVISED CATEGORISATION IN GROUP IV OF THE AGREEMENT
1. Formula used
Where direct alignment existed between the EEC categories and the UK categories (see Table of concordance Appendix A), the UK specific limit (MEL) increased by either 1% or 5% was taken as the new limit

Where items had to be extracted from a UK category with a specific limit, performance 1971 of that item was related to the restraint limit as a whole on a proportionate basis, and increased by 1%. The separate components of the new EEC category were then reassembled and the sum of their restraint-related performance including the 1% increase became the new limit.

Where items had to be extracted from the present category 22 (n.e.s. unlimited), actual performance 1971 increased by 1% was used for the new limit.
4) Other items which would no longer be subject to specific restraints under the new categorisation were put into the Group IV n.e.s. category ("basket").
