EXAMINATION OF THE UK'S POSITION ON HONG KONG'S SECOND PROPOSAL MODERNISATION OF EXISTING CATEGORIES
In the short discussion which followed, HMG's position was outlined as below:-

(i) Transfer of yardage from Group III (finished cloth) to
Group IV (made-ups) was not concoded because of the danger to the UK finishing industry.
(ii) Unlimited downswing to Group II, and the present "creeping
swing" facility (95% use/5% growth formula) would remain for 1972 only.
(iii) Raising the category limit for corduroy to im sq yds;
agreed.
(iv) Group IIT:
Merger of categories 11 and 12a (poplins and sheeting/ shirting) not agreed because wide sheeting is a particularly sensitive item.
(v) Groups II & III:
Merger of categories 3 and 10 to allow shipments of the grey yarn-dyed denim to be charged to category 8 (nes) instead of the present combined group limit (effectively to allow more shipments of the finished yarn-dyed denim): position reserved for examination.
(vi) Increase in category limits for categories 4 to 7 inclusive
(15%) not agreed.
(vii) Additional swing facilities out of the basket categories
in Groups III and II into specific categories not agreed.
The Hong Kong side expressed disappointment at the rigidity of HMG's position, but would examine it in more detail overnight.
The meeting was adjourned at 7.20 p.m.
