In each year of the period, aduitional quantities equal to one month pro ruta of the then current category, group and overall ceiling levels (1.0. 8 of such levels) may, at the discretion of the Hong Kong Government, be made available for hip- ment at any time during the your, subject to such additional quantities from Hong Kong not exceeding the particular category, croup or overall ceiling levels by more than 81%.

Any such anticipation will be deducted from the category, group and overall ceiling levels for the succeeding year.

These additional quantition will not be taken into account for the purposes of calculating annual growth or the 5% increase permitted for fulfilled catogories.

Note

Such additional quantities may be made available, at the discretion of the Hong Kong Goverment, to individual exporters in the form of an anticipation of their individual quotas for the succeeding year, irrespective of whether other quota holders have contracted for or shipped the whole of their entitlements in that category, and irrespective of the position obtaining in other categories or groups. Subject to paragraph 2 above, such

anticipations, at the discretion of the Hong Kong Government, noed not be deducted from individual quota holders entitlements.

DEFINITION OF COTTON GOODS

The Board of Trade undertake to see whether the definition of cotton goods in the V.K. Aide Memoire can be changed, so far as goods in which cotton represents exactly 50% (by weight) of fibre content are concerned, to that appearing in Article 9 of the Long Term Arrangement regarding international trade in cotton textiles.

H. SAFEGUARDS

The Board of Trade will review the arrangements immediately after and in the light of any extension or modification of the long Term Arrangement with a view to seeing whether they should be adjusted in any respect.

The Board of Trade undertake to review the categorisation scheme should there be sharply increased imporys from unrestricted suppliers in those categories in which specific ceilings have been established for Hong Kong.

The Board of Trade undertake as soon as possible after the conclusion of the renewed multi-lateral discussion of their proposals to make an announcement on the subject of the arrangements to apply to Hong Kong for the rest of 1966, and to consider at least un extension of the present interia urrangements if no decision has been reached by the end of March.

Hong Kong wishes to have full details of the armungomenta to apply to other restricted suppliers before agreeing finally to these arrangements, and is particularly concerned that other restricted suppliers should be treated no more favourably in respect of categorisation, growth and anticipations.

5.

The arrangements finally decided upon will not be changed except with the conseny of both parties or as a result of multi-lateral discussions in which Hong Kong will be fully consulted.
