Categorication

а Within the separate groups, certain items are limited to specific category ceilings; the rest are combined into nes categories in each group. There is no provision for the latter to be automatically limited when exports from Hong Kong reach a particular level, but HG reserve the right to review the situation if the overall level of imports from all restricted suppliers of particular items in the nes categories cause difficulty, If new categories were established with specific limits, the arrangements would apply to all restricted suppliers.

Category ceilings are based on trade in the years 1963-65. 1% growth is allowed from 1967 onwards, the 5% in sensitive categories where exports reach 955 or more of the ceilings established for the previous year.

Anticipation

Up to 8% of category/group/overall ceiling levels, providing this is deducted from the succeeding year's category/group/overall ceiling levels.

7 Safeguards

i The Agreement will be reviewed when any modification or extension of the Long Term Arrangement is made.

ii HG agree to keep categorisation under review if there are sharply increased imports from unrestricted suppliers ie EEC, EFTA, USA, Canada, Australia, New Zealand

but

principally EFTA in those categories where specific ceilings have been established for Hong Kong.
