on the question whether the state of affairs revealed in Sir M. MacLehose's letter warrants from our FCO point of view Hong Kong being given more favourable treatment than other suppliers or not. No action is necessary or possible now since the UK negotiators must first assess the strength of Hong Kong's
Hater case and the "temperature of the veter", but we ought to be alert to the possible need for an early decision.
