I told Mr Royle this immediately afterwards. He
said that Sir S. Gordon and Sir K.Y. Kan had had little to
say when he spoke to them on the lines of our briefing. He had also firmly refuted their allegations that the timing of earlier meetings represented an attempt by HMG to "give them the runabout". They were however still critical of
Mr Haddon Cave.

About 2100 hrs Mr Wilford rang me at home to say that the negotiations had broken down because the Hong Kong unofficial advisers had refused to endorse the agreement reached by Mr Haddon-Cave. Both sides had then agreed to report to their respective Governments.
