12. After several discussions with his unofficial advisers Mr Haddon-Cave returned to say that they were not prepared to reach agreement on the basis we had outlined and that he therefore wished to regard the talks as being concluded, with both sides reporting their outcome to their authorities. While Mr Haddon-Cave could not therefore undertake that Hong Kong would administer their quotas in 1972, he was prepared to voluntarily arrange for this until such time as agreement was reached between the two sides. The meeting then agreed an amended letter for Mr Ridley to send to Mr Haddon-Cave (this will simply record the position reached at the end of the talks) and a press notice for us to give to the British press (this was handed over at 9 p.m.).
