conversation with Mr Sanders, the DTI Under-Secretary in charge of Commercial Relations and Exports, I know that his division believe that the Cotton Textiles division are being unnecessarily stuffy about the swing upward which the Hong Kong delegation ask for between Groups 2 and 4. I said that I hoped that if matters went as I expected the FCO would have the support of CRE division in getting something more for Hong Kong. Mr Sanders said that we would have his support but CRE have been noticeably weak-kneed in the past.
