HONG KONG AND THE GATT

1.

You will see from Mr Hartridge's second letter dated 3 November about this, that Sir Frederick Mason thinks that it would be sensible for him to talk to Mr Long of the GATT Secretariat. This accords with our view.

2. Mr Simmons telephoned me late on 6 November to tell me that Miss Elliott fully agreed with the proposal. I gave Mr Simmons the background on the precedent angle which he thought would be useful.

3. Mr Simmons will let us know on his return, in the middle of next week, what the outcome is. I have spoken to Mr Sellers (Hong Kong Government Office) and brought him up to date. He will tell Mr Haddon-Cave when the latter arrives in London on Thursday.
