I agree with the tactics suggested. Before the meeting we will give the Presidency, Secretariat and Commission copies of the proposed letter; and hand it round during the meeting.

3. I suggest two amendments. The first word should be "From". In the seventh line of

paragraph 3 after "colleagues" should be inserted "from the member states of the Community".
