1 Bill Nicoll copied to us his letter of 13 November about the draft letter we propose to write to the GATT on this subject. We have also seen Goodfellow's letter of 17 November to Nicoll.

The point of this note is to say that we agree with Goodfellow that it would not be desirable to link the Hong Kong spokesman with the representatives of other Member States of the Community. We intended the word "colleagues" in paragraph 3 to refer to his colleagues in the UK Delegation. If this is not

clear it could be spelt out, but the whole we should prefer not to add anything. To refer to "colleagues and the Member States of the Community" would, we fear, confuse other contracting parties, since the main point of the letter is to make clear, Hong Kong's separation from the Community.
