HONG KONG'S GATT RELATIONSHIP WITH ENLARGED EEC

1. Please see the attached file.

2. I have attempted a first draft of a paper for clearance in Whitehall. My intention has been to summarise the various points of views expressed so far particularly those of the Legal Adviser (folio 33) and our delegations to GATT and the EEC (folios 52 and 53). I have also attempted to bring out the questions on which a decision appears necessary.

3. This has necessarily been a rushed job since the letters from Brussels and Geneva arrived only yesterday, and in view of my preoccupation with briefing myself as fully as possible for my trip to Hong Kong tomorrow.

4. I also attach a draft covering letter for circulation to interested parties, (excluding Hong Kong) since I think we need to obtain a concerted UK view at this stage.
