5. On a minor point, I'm not sure how far a separate flag for Hong Kong would create a precedent which would be dangerous in practice (para. 9(iv)).I suggest anyhow omitting the specific reference to Portugal/Angola, since Angola is I believe legally part of the metropolitan territory of Portugal.
6. I am sorry I haven't been able to put my comments in the form of suggested amendments. If you agree with any of them, redrafting could be done fairly quickly. If you disagree with them, O.K.! They are essentially legal points on which I must leave the last word to your Legal Adviser - and am quite happy to do so.
