RENEWAL OF TALKS WITH HONG KONG GOVERNMENT CONCERNING FUTURE ARRANGEMENTS WITH THE GATT

As you know, we are expecting Mr Haddon-Cave to be in London in September. Hong Kong telegram 510 confirms that he will be attending the

Commonwealth Finance Ministers' Meeting in London that month. I understand that there is a preliminary meeting on 20 September and that the full meeting will be on Thursday and Friday 21/22 September.

Neither the Hong Kong Government Office nor ourselves know whether Mr Haddon-Cave will be coming early for the talks concerning Hong Kong's relationship with the GATT following our entry into the EEC or whether he would prefer them afterwards. I assume the latter, but we should perhaps clear this with him.

3. I have checked with kica illia

and Mr Hagestadt (DTI) and with Mr Burns (T&PD)✓ that they will be free in principle for these talks in the week beginning 25 September. If you agree we might inform Hong Kong that we propose to hold the talks then. I attach a draft telegram. Assuming that the dates are agreeable to Mr Haddon-Cave, we should then inform the UK team in writing that these dates have been fixed. Mr Sellers (HK Government Office) should also be kept in the picture.
