5. You are, of course., aware that the question of
representing Hong Kong's interests adequately has been
considered before. I attach a copy of Sir ·E Melville's
letter to Laird of 9 September 1970 (together with
UKMis Geneva tel No 616 and FCO telegram No 384
referred to therein) in which the former gave hic views.
Are these still valid? Has there been any change in
practice since then which might provide an answer?
6. In view of the complexity of the various factors
to be taken into account, we shall be glad to have,

those of our delegation to the EC to the various
questions raised in this letter.
Naturally, we welcome!
any other ideas you or they may have which will ensure
that Hong Kong's essential and legitimate interosto
