Thank you for your letter of 5 May enclosing a copy of your record of the meeting with Mr Haddon-Cave. I am replying on behalf of John Hagestadt also.
2. I agree it is best to keep the record short. Since however this necessarily means that lengthy and discursive discussions have been compressed into brief points, John Hagestadt and I both feel that it would be better not to send the record outside Whitehall, lest points made during discussion with all due reservations and tentativeness should become to Hong Kong fossilised and immutable indications of HMG's position.
3. I have a few amendments to suggest, which I have indicated in ms on one of the drafts you sent us (returned herewith).Incidentally, I have given "contracting parties" a small c and p throughout, since in GATT terminology this distinguishes individual members from "the Contracting Parties" which is GATT acting as a body. They are not "High". We have now finished our researches into the drafting history of Article XXVI, and I am writing as agreed to Mr Laird. I believe it was agreed that the FCO would write to Mr Palliser and Sir F Mason about the position of the Hong Kong representatives in their mission; if so, we should be grateful if we could see this letter in draft.
4. I think it would be useful to attach the whole of Article XXVI as an Annex.
