Whereas one can point both to strong developmental and commercial arguments in favour of British contributions to the Polytechnic, it is difficult to see any develop- mental advantage in the air traffic control simulator. I think one will have to raise this case on commercial advantage. In that connection the Hong Kong Secretariat paper on the subject might be strengthened were it possible to say with greater assurance that the new equipment for the actual control of aircraft will be British equip- ment. Would it be possible to give ODA that assurance?
